2018 Paving Project and Ongoing Services

Opportunity

The Town of Eston is seeking a qualified engineering firm to plan and manage its 2018 paving project. The selected firm would provide the following services in all aspects of the paving project:

  • Advising
  • Design
  • Tendering
  • Project management
  • Engineering services

The Town has an approximately $1 million paving budget for 2018 with which the maximum amount of paving work is to be completed, including approximately $100,000 in pavement patching work. Roughly 10 blocks of street are targeted for paving, but finalized amounts will be limited to the available budget.  In addition, a new subdivision, Guthrie Place requires finalized design and drainage planning before paving can occur.

The successful firm must be available to complete the preliminary identification of paving locations in the community prior to snowfall in 2017. The selected firm shall draft and issue a tender in early 2018, with paving scheduled to commence in spring 2018.

Upon satisfactory completion of the project, the firm may be retained as the Town’s engineer of record for similar future projects such as those involving paving, subdivisions, water and sewer systems and other aspects of the community’s infrastructure. The firm would be available for regular consultations and to participate in long term asset planning for the community. They would oversee project implementation including surveying, design, evaluation and presentation of options, tendering, managing contractors, and seeing projects through to completion.

Projects must be managed in a timely, cost effective manner with ongoing consultation and communication with the administration and Council.

Schedule

The proposed project schedule is as follows:

Submissions

  • Submissions should include:
    • Pricing for the 2018 paving project such as a flat fee or percentage structure
    • Ongoing rates
    • Relevant experience – three (3) from similar sized Saskatchewan communities with project descriptions and an indication of whether or not the project was completed on budget and on time.
    • References – three (3) from similar projects in similar sized Saskatchewan communities.
    • Description of approach to customer service, communication with clients and methodology when working with smaller communities.
    • A copy of a standard agreement for services (if available).
  • An electronic version of the proposal must be provided. Proposals are not to exceed 20 pages in length.

Selection

  • All RFPs will be reviewed by the Town’s Public Works Committee consisting of the Chief Administrative Officer, Director of Public Works and three (3) Councillors. A recommendation will then be made to Town Council for final approval.
  • The Town reserves the right to select a successful tender based not solely on pricing, but other related factors including but not limited to relevant experience, project knowledge, references, qualifications and availability. The Town is not bound to accept the lowest priced proposal, nor any specific proposal of those submitted.
  • Shortlisted firms may be contacted for a selection interview.

Sewer Line Camera Work and Lining

Opportunity

The Town of Eston is seeking a qualified firm to complete both videoing of sewer lines and installation of sewer liners in the community. Eston is facing infrastructure challenges similar to many communities, one of which is deteriorating sewer lines. Recent breaks and blockages have identified increasing concern with the state of sewer lines in the community.

  1. Camera Work

The Town’s first objective in addressing this infrastructure challenge is to identify the current state of the lines through camera/video work. The successful firm would complete camera work on identified lines, make recommendations on the state of the lines, rank the priority of each area and work with the Town to create a plan to address these concerns.

For 2017, the Town has a maximum budget of $50,000 to complete as much camera work of sewer lines as possible. At a minimum, the Town wishes to complete:

  • 2nd Ave SW from 1st St to 3rd St
  • 1st St SE from Railway to 7th Ave
  • 8th Ave SW from 2nd St to 5th St

The selected firm would assist in identifying as many additional lines to camera as possible based on remaining budget, 2018 paving plans and other relevant factors.

  1. Lining

Installation of sewer liners would then be completed by the selected firm in 2017 and 2018 where it is identified to be an acceptable solution and where budgets allow. The firm would complete all project planning and implementation related to the lining work.

Projects must be managed in a timely, cost effective manner with ongoing consultation and communication with the administration and Council.

Submissions

  • Submissions should include:
    • Pricing such as a per linear foot fee structure, with camera and liner work listed separately. The volume of camera work that can be completed within the $50,000 budget should also be provided.
    • Quotes must include all related project costs such as meetings, planning, mobilization, travel, travel related expenses, demobilization, etc.
    • Relevant experience – include three (3) examples from similar sized communities (preferably from Saskatchewan) with project descriptions and an indication of whether or not the project was completed on budget and on time.
    • References – include three (3) examples from similar projects in similar sized communities (preferably from Saskatchewan).
    • A copy of a standard agreement for services (if available).
    • A description of the company’s methodology and liner product of choice including equipment, product recommendations and rationale for product selection.
    • A proposed project time line.
  • An electronic version of the proposal must be provided. Proposals are not to exceed 10 pages in length.

Photography Services

The Town of Eston is in search of a professional photographer to capture high resolution images of our community as well as staff and council headshots and group photos.

The scope for this project will be a minimum of 50 edited, digital images without watermark. These images will be used on our website and other promotional materials. The successful proposal will be able to take our requested list of images and provide edited, digital versions within a reasonable amount of time.

Proposals must include cost, references and proposed schedule. If you have a website, please provide the link. Contractor must provide own equipment.
